This will apply to someone who provides PCA services to a child with disabilities that he/she is related to (not a parent). Relative means: parent or adoptive parent of an adult child, a sibling, and adult child, a grandparent or a grandchild.
Pay rate effective October 1, 2011: $7.80 for Traditional PCA $9.00 for PCA Choice
Please remember that these changes come direct from our state capitol.
Due to the budget cuts we are having to lower our starting wage for PCA Choice, non relatives to $11.25/hr

| The Minnesota Broken Wing Connection is a nonprofit organization devoted to offering individuals with physical disabilities the chance to rediscover or discover for the first time, the outdoor activities available to them. This is accomplished through an event called the “Minnesota Broken Wing Connection Pheasant Hunt Invitational”. Individuals experience pheasant hunting in a whole different way with the use of specially designed rigs, the help of family and friends, and sharing in the “CAN DO” spirit.
Each year individuals are invited on a weekend of upland bird hunting, trap shooting, archery and other related activities. The event is held in Pine River, Minnesota, the weekend after Labor Day. All cost of lodging and meals are covered by the organization for the hunter and one companion. The only cost to the hunter and companion is their transportation to and from Pine River. The event starts on Friday with check-in and runs through Sunday around Noon. Qualified applicants from the United States and Canada are accepted. To qualify for the event, the applicant must show a physical condition that limits their ability to hunt pheasants. Past hunter limitations have included quadriplegia, paraplegia, amputees, paralysis, blindness, motor skill deficiencies, and various heart and lung conditions. Applicants may be male or female, between the ages of 13 to 81.
Complete the application on our website (located on application tab) in its entirety and return to address provided. Applicants are drawn in late June or early July and contacted at that time. Please return your application as soon as possible to be considered. If your application is not drawn, don’t give up hope, it will be put in the applicant pool for the next year. Again there is no cost to participate, funded completely by donations.

Starting wage for PCA Choice is $11.25/hr(eff. 7/16/11). Starting wage for traditional PCA employees is $9.75/hr. Please do not misplace your client books or the employee handbook if in a seperate folder. When the RN visits from our company they need to refer to these books.

New Access Criteria Effective July 1, 2011 Recipients must have two or more dependancies in activities of daily living (ADL) to access PCA services. ADL's include bathing, dressing, eating, grooming, mobility, positioning, toileting and transfers. Recipients that do not currently meet the two ADL access criteria must be reassessed throughout 2011. Note: Level I behavior is no longer included in the PCA access criteria. However Level I behavior remains part of the home care rating and base unit determination for those individuals that meet the two ADL criteria.

| A PCA may assist the person with the following ADLs: |
| 1. Dressing - Application of clothing and special appliances or wraps. |
| 2. Grooming - Basic hair care, oral cares, shaving, basic nail care, applying cosmetics and deodorant, care of eyeglasses and hearing aids. |
| 3. Bathing - Basic personal hygiene and skin care. |
| 4. Eating - Completing the process of eating including application of orthotics required for eating, hand washing and transfers. |
| 5. Transfers - Assistance to transfer the person from one seating or reclining area to another. |
| 6. Mobility - Assistance with ambulation. |
| 7. Positioning - Assistance with positioning or turning a person for necessary care and comfort. |
| 8. Toileting - Helping person with bowel or bladder elimination and care. This includes transfers, mobility, positioning, feminine hygiene, use of toileting equipment or supplies, cleansing the perineal area, inspection of the skin and adjusting clothing. |
| Under state law, a licensed health care professional may delegate health-related procedures and tasks to a personal care assistant when the following are present: |
1. Procedures and tasks meet the definition of health-related procedures and tasks. 2. A qualified professional who is a nurse trains and supervises the PCA. 3. PCA demonstrates competency to safely complete the procedures and tasks. |
| Examples of health-related procedures and tasks include: |
| • Assistance with self-administered medications |
| • Interventions for seizure disorders, including monitoring and observation |
| • Range of motion to maintain a person’s strength and muscle functioning |
| A PCA service may include observation of a person who: |
| • Has episodes of behaviors |
| • Needs redirection to remain safe in his/her environment |
| A PCA may assist an adult with the following: |
| • Accompany to medical appointments |
| • Accompany to participate in the community |
| • Assist with paying bills |
| • Communicate by telephone and other media |
| • Complete household tasks integral to the PCA services |
| • Shop for food, clothing and other essential items |

| The following are non-covered PCA services: |
| • Application of restraints or implementation of procedures under Minnesota Statute, section 245.825 |
| • Home maintenance or chore services |
| • Homemaker services not an integral part of assessed PCA services |
| • Instrumental activities of daily living for children under the age of 18 |
| • Injections of fluid and medications into veins, muscles, or skin |
| • Services that are the responsibility of a residential or program license holder under the terms of a service agreement and administrative rules |
| • Services solely as a child care or babysitting service |
| • Staffing options in a residential or child care setting |

We are having some confusion on what is allowed for the PCAs to perform for job duties.
PCA can no longer provide transportation to anyone under the age of 18 to medical appointments or community outings.
Also it is being brought to our attention that alot of employees have been taking the clients to their homes. Please refer to your Personal Care Attendant Duties, in the second paragraph it clearly states that PCAs are NOT to care for clients in the employee's home.
